Decision

An independent establishment board, the Auckland Transition Agency (ATA), has been appointed by the Government with statutory powers and responsibilities for transition to the new structure.

Explanation

Existing councils retain existing responsibilities but their decision making will be constrained during the transition period.

The ATA is responsible for implementing the reforms and monitoring existing councils’ decision-making and operations.

Transition to the new core arrangements will be largely completed by October 2010.
